LUP, Land Use Planning 

LUP Criteria are used to define the permitted development around a hazardous facility. Using this criteria, controlled zones are defined to restrict further development with a view to minimize risk to communities/establishments, accomodations around the hazardous facility. 

 

The purpose of defining the LUP zone. 

  • To assess the risk from process facilities to locations permanently used by members of the public. 
  • To minimize risk to people around hazardous facilities by specifying how close certain types of facilities can be developed.  대상의 Vulernability에 따라 separation with safety distance를 차등 적용함.

Inner Zone Development adjacent to the plant with occasional occupancy, such as pump houses,   transformer stations.

  • Island.offshore와 같은 곳은 (onshore 대비) reasonably worst-case scenario에 대해 다른 기준이 필요할 수 있다. 
  • 해당 위치의 인원이 유해물질 누출에 대한 reasonably worst-case scenario 에서 발생할 수 있는 결과로부터 영향을 받지 않도록 하기 위함입니다. 이는 다양한 risk-based 기준뿐만 아니라 consequence-based 기준도 고려되어야 한다.
  • 가스 유입에 취약한 portable cabins은, reasonably worst-case scenario 에 따른 누출을 고려하여 outside the Impact Area에 배치한다. 합리적인 최악의 시나리오를 고려할 때 독성 가스 유입으로 인해 손상될 수 있는 영향 구역 내에 위치한 영구 건물의 경우, 독성 물질의 농도 및 영향 구역 수준을 고려하여 다음 중 하나를 이행해야 합니다: (1) 해당 건물을 업그레이드하거나, (2) Non-residential 용도로 변경하거나, (3) Relocate to safer place. 
  • The separation distance between process facilities and residential areas, including camps (permanent and temporary), shall be decided based on the following approach. 
    Hazardous Material (Non-Toxic) –Risk-based approach shall be adopted as per risk framework, land use planning criteria, and Impairment criteria; and
    Hazardous Material (Toxic) – Consequence-based approach shall be adopted based on the impacted zone against the reasonably worst-case scenario
